anyone know about fuel taps? help!!!

Well, like I mentioned, after the attempted robbery a couple of weeks ago, my Vespa ET2 was tipped on its side. After that it wouldn’t start. My brother Bob told me the trick about starting it with a wide-open throttle because it was probably flooded from being on its side, and that worked.I since installed a motorcycle alarm to the scoot, which has one wire to the positive and one to the negative.Yesterday I got the scoot out and was ready to roll, and it wouldn’t start. It makes the sound like it’s *going* to start, but it doesn’t. I tried the flooded engine trick, no luck.Kick starting does not start it.The fuse from the battery is fine.I installed a new spark plug. The not-so-old one was pretty cruddy. No luck.I opened the air filter and gas came pouring out. Still won’t start after drained and put back together.The alarm works fine, but I notice that the headlights don’t work when I turn the key on. The scoot has been sitting for about a week and a half, and I only installed the alarm last Friday, so I can’t see how the battery would be drained already. The only other mod to the scooter is the Sito plus pipe.The next thing to consider (and it seems to be the consensus on a couple of lists I’m on) is that the fuel tap is messed up. Apparently that’s a common thing with ET2s. The one person who has offered to send photos is on vacation until next week, but at least he described where it’s located, so I’ll be heading outside to check that out after I finish my coffee. By the way, there is nothing in the official Vespa ET2 workshop manual about the fuel tap. If anyone out there can send a photo before next week, or tell me where I can find a new one and how to install it, you will be my hero.And what’s up with the lights?[sigh] Well, at least the alarm works.
